Kano State House of Assembly on Tuesday passed a fresh bill for creation of three emirate councils with second class traditional authority into law.
The passage of the new law tagged Kano State Emirate Council Establishment Bill 2024, comes amid legal battle over the repealed emirate law which deposed the 15th emir of Kano, Alh. Aminu Ado Bayero and four others.
Moving the bill during Tuesday’s plenary, the deputy speaker of the assembly, Hon. Muhammad Bello Butu-Butu noted that the creation of second class monarch will further dignifies traditional heritage in the state.

Hon. Butu-Butu who sponsored the bill explained the proposed establishment of the second division emirates particularly at Gaya, Karaye and Rano will further resonate with age long history of traditional monarchy in the areas.
In the new proposed emirate council establishment, “Emir of Kano, shall be the head of all the emirates in the state and the second class emirs shall be answerable to him”.
According to him, the bill intends to provide for Kano state emirate council establishment, to make provision for other matters connected therewith.
” There is hereby established Kano Emir which consist Kano emirate being the First class emirate and other second class emirates. The emirates shall consist of Emir of Kano and other second class emirs which includes the emirs of Rano, Gaya and Karaye.
“Emir of Kano shall be the head of all the emirates in the state and the 2nd class emirs shall be answerable to him. The 2nd class emirates shall only exercise jurisdiction in respect of their areas of local governments specified.
” The areas comprises of Rano emirate : Rano, Bunkure and Kibiya; Gaya emirate: Gaya, Albasu and Ajingi and Karaye emirate : Karaye and Rogo”.
Subsequently, bill enjoyed accelerated legislative action, having scaled through the 1st, 2nd and 3rd readings on one sitting presided by Speaker Rt. Hon. Ismail Falgore.
When finally assented by Governor Abba Kabir Yusuf, three emirates with 2nd class emirs will be established at Gaya, Rano and Karaye areas.
