Dr. Yemi-Esan was appointed as the Acting Head of the Civil Service of the Federation on September 18, 2019, by then-President Muhammadu Buhari, following the removal of her predecessor, Mrs. Winifred Ekanem Oyo-Ita. Prior to her appointment, Dr. Yemi-Esan served as the Permanent Secretary in the Ministry of Petroleum Resources. She was officially inaugurated as HoCSF on March 4, 2020.

The upcoming retirement marks the end of her tenure, which has seen significant efforts in digitizing the civil service and rooting out corruption, including the removal of 1,618 officers with fake employment letters from the payroll system.
